Cambuslang, Lanarkshire born outside right Tommy Low began his football career with Cambuslang Hibernian and signed for Glasgow Rangers in 1896, making his Scottish League debut against Clyde that October. His 7 goals in 14 matches for Rangers that season earned him a call up to the Scotland team and he won his only cap in their 5-1 victory over Ireland at Ibrox in March 1897, and the next month, again at Ibrox, he represented The Scottish League scoring the opening goal as they beat The Football League 3-0.
After 9 goals in 29 matches for Rangers, Low joined Dundee in 1899, scoring 6 goals in 21 matches for The Dee during a single season at Dens Park before a move to Second Division club Woolwich Arsenal in 1900, and he made his Football League debut against Gainsborough Trinity that September, scoring twice in 26 matches for The Gunners during a single season in Woolwich before a return to Scotland with Falkirk in 1901.
After a season with The Bairns he joined Abercorn before a return to Rangers where he spent most of his time on the fringes scoring 2 further goals in 4 more matches before a move to Dunfermline Athletic in 1905, having a season with The Pars before joining Greenock Morton in 1906. 1906-07 proved his final season before his retirement, scoring 3 times in 10 matches for The Ton.
He was the younger brother of fellow Scottish international and Cambuslang footballer James Low.
